### Put Reqs Per Recruiter on Your Dashboard and Plan Capacity With Confidence

---

There's a familiar pattern in recruiting.

Hiring demand increases. Positions stay open longer than expected. Hiring managers get frustrated. Executives want answers. And eventually, someone schedules a meeting to discuss why recruiting isn't moving faster.

The meeting, naturally, takes an hour of the recruiter's time.

The usual explanations come up. Compensation isn't competitive. Interview processes take too long. Qualified candidates are difficult to find. All legitimate concerns.

But there's another question that tends to get considerably less attention.

[Before you blame slow hiring on your recruiters, count how many reqs each one is carrying. The answer might change the conversation.](https://www.linkedin.com/shareArticle?mini=true&url=https%3A//blog.iqtalent.com/reqs-per-recruiter-capacity-metric)

## How many positions are we asking each recruiter to fill?

Companies can tell you their average time to fill, cost per hire, and offer acceptance rate, often with impressive precision. Ask how many requisitions each recruiter is managing, however, and suddenly the conversation becomes a little less precise.

*"Well, it depends."*

Which, to be fair, is the right answer. But understanding what it depends on might explain more than another report on time to fill.

We spend a lot of time measuring how quickly recruiters fill positions. Far less time is spent asking whether they've been given a realistic workload in the first place.

And when hiring slows down, we tend to question the results before questioning the expectations.

## Why Reqs Per Recruiter Belongs on Your Dashboard

Reqs per recruiter is the number of active open positions assigned to each recruiter. It's a straightforward metric, which makes it surprising how often it gets overlooked.

Consider two recruiters at the same company.

One manages twelve open positions. The other manages eighteen.

Both are sourcing candidates, conducting screens, coordinating interviews, partnering with hiring managers, updating the applicant tracking system, and occasionally remembering to eat lunch.

The first recruiter fills positions faster. Management concludes that the first recruiter is more productive.

Perhaps. But the second recruiter is managing eighteen positions compared to twelve.

Now, I'm not a mathematician. I work in recruiting. But I have a sneaking suspicion those numbers aren't equal.

That's the limitation of looking at time to fill in isolation. It tells you how long hiring took, but very little about what the recruiter was managing along the way.

If you’re building that view now, here’s [what else belongs on a recruiting dashboard](https://blog.iqtalent.com/recruiting-dashboard-talent-decisions).

## Time to fill measures the result. Reqs per recruiter helps explain the circumstances.

Time to fill tells you how long a search took after the fact, while requisition load helps you recognize capacity problems while they're developing.

If open requisitions increase by a third while recruiter headcount stays the same, the average workload per recruiter increases by a third. That's worth paying attention to before it starts affecting hiring results.

Start with a few questions. How many positions are open? How many recruiters are managing them? How does that compare with last quarter or the same period last year?

Those numbers won't tell you everything, but they'll give you a better starting point for determining whether your hiring expectations are reasonable.

## Stop Looking for a Magic Number

How many requisitions should one recruiter manage?

Ten? Fifteen? Twenty? The limit does not exist?

(I'm a millennial. I can't resist a *Mean Girls* reference.)

The answer depends on the work.

Filling fifteen entry-level positions with an established candidate pipeline is very different from finding seven specialized engineers with specific technical backgrounds, a salary range that hasn’t kept up with the market, and a job description that somehow gets longer every time you speak with the hiring manager.

Complexity matters. Interview processes matter. Available sourcing and coordination support matters. And requisition count alone doesn't capture all of that.

Take three open positions. One is waiting on interview feedback. Another needs a new sourcing strategy. The third has requirements that the hiring manager is still figuring out.

On a dashboard, each counts as one requisition. In practice, the attention required can be entirely different.

That's why requisition count should start the capacity conversation, not end it.

A useful starting point is your own team's performance. Look back at a period when hiring was going well. How many requisitions were recruiters managing? What types of positions were they filling? And what resources did they have available?

Now compare that with today.

Are recruiters managing more positions? Are searches becoming more complex? Has the interview process somehow acquired three additional rounds since anyone last checked?

You might discover that the recruiting team hasn't become less productive at all. They're simply managing more work without additional resources.

The goal isn't to see how many requisitions a recruiter can handle before things start falling apart. It's to understand what a manageable workload looks like while still giving candidates and hiring managers the attention they deserve.

And that distinction can make all the difference in how well a recruiting team performs.

## How Recruiting Teams Quietly Become Overloaded

Recruiting teams rarely become overloaded because someone deliberately decides to give them an unreasonable amount of work.

It's usually much less interesting than that.

A department needs another engineer. Someone resigns. Three positions get approved. A business-critical role needs to be filled immediately, preferably by someone who could have started last week.

Each request seems reasonable on its own. Together, they create a workload nobody actually planned for.

And recruiters adapt, because that's what recruiters do.

Sourcing time gets shortened. Candidate follow-ups get squeezed between meetings. Difficult searches receive less attention. Priorities shift toward whichever position has most recently become urgent. Lunch gets inhaled while answering emails, and the dog is once again informed that her walk will have to wait.

(Okay, is that last one just me?)

For a while, everything appears to be working. Then pipelines thin out, searches lose momentum, response times slip, and time to fill increases.

What looks like a recruiter performance problem may actually be a capacity problem. You can't solve every workload problem by asking people to work faster. Sometimes you need to reconsider how the work is being distributed.

## The Problem with Making Everything a Priority

When recruiting demand exceeds available capacity, something has to give. The question is whether your organization makes that decision intentionally or lets it happen on its own.

Without clear priorities, recruiters naturally focus on positions with the most immediate activity, the most pressing deadlines, or the greatest likelihood of closing quickly. Meanwhile, specialized searches requiring dedicated sourcing can lose momentum.

Not because they're unimportant, but because there are only so many hours in the day.

A better approach starts with three questions:

- **Business impact:** What happens if this position isn't filled this quarter?
- **Recruiting effort:** How difficult will it be to fill, considering the candidate market, requirements, and interview process?
- **Available capacity:** Does the recruiting team have enough time and support to give this search the attention it needs?

These questions help leadership determine which positions deserve priority, which need additional support, and where timelines might need to change.

A position can be business-critical and still have an unrealistic hiring timeline. Both things can be true.

Document those priorities and revisit them as hiring demand changes. That way, when leadership asks why one position is moving ahead of another, there's a plan behind the answer rather than another meeting to decide which position has suddenly become the most urgent.

## Sometimes the Answer Isn't Another Full-Time Recruiter

When hiring demand increases, companies often assume they have two options: stretch the existing recruiting team or hire additional permanent recruiters.

But there's another option worth considering. Bring in recruiting support where it's actually needed.

Not every increase in hiring demand justifies another permanent position. Sometimes there's a temporary surge. Sometimes a handful of difficult searches are consuming a disproportionate amount of the team's time.

And sometimes hiring priorities change so frequently that recruiters are essentially trying to hit a moving target.

A moving target that also wants weekly status updates.

This is where flexible recruiting support can make sense.

One thing I've learned working with different organizations through IQTalent is that recruiting challenges rarely look the same from one company to the next.

Consider three examples.

1. A cybersecurity startup replaced multiple recruiting agencies with one embedded IQTalent recruiter. The result was [27 hires, 40% diversity representation, and a 30-day average time to fill](https://www.iqtalent.com/case-study/cybersecurity-recruiting-cost-reduction/).
2. A semiconductor startup began with 20 hours of weekly recruiting support. As demand increased, the engagement expanded into a nine-person team that [hired more than 60 engineers in 90 days](https://www.iqtalent.com/case-study/scale-hiring-quickly-on-demand-recruiting/). The partnership continued for more than two years.
3. And a Fortune 500 technology company used an IQTalent-designed group-interview process to [hire 76 sales development representatives over three years](https://www.iqtalent.com/case-study/sdr-recruitment-success/).

Three companies with very different recruiting challenges. One needed to consolidate recruiting support. Another needed capacity that could grow with demand. The third needed a different approach to interviewing.

The common thread wasn't simply adding more recruiters. It was identifying what each organization actually needed to meet its hiring goals.

That's the conversation I'd encourage recruiting leaders to have before deciding whether they need additional headcount.

[Not every hiring surge needs another full-time recruiter. Sometimes it needs the right support on the right reqs.](https://www.linkedin.com/shareArticle?mini=true&url=https%3A//blog.iqtalent.com/reqs-per-recruiter-capacity-metric)

## What Good Recruiting Support Should Actually Look Like

If you're bringing in outside recruiting support, the expectation should be simple. It should make life easier for your internal team, not give them another project to manage.

That's where embedded recruiting can be particularly useful.

External recruiters and sourcers can take responsibility for a defined group of requisitions while working within the company's [existing applicant tracking system, interview process, and communication expectations](https://www.iqtalent.com/resource/what-is-recruiting-operations/).

The internal team maintains ownership of the searches requiring its expertise and relationships. The embedded team manages the positions assigned to it.

And everyone should know who's responsible for candidate follow-ups, hiring manager communication, and keeping searches moving.

At IQTalent, that support can include specialized technical searches, high-volume hiring, dedicated sourcing, and global recruiting coverage.

For organizations needing comprehensive embedded support over a longer period, IQTalent also offers RPO engagements.

Some companies need help with a handful of difficult searches. Others need a larger team to support an aggressive hiring plan.

There's no reason to make every company fit the same recruiting model when the hiring challenges are different.

## The Number Worth Knowing

Eventually, every recruiting leader faces some version of the same conversation. Leadership wants to hire more people, the recruiting team has limited capacity, and someone needs to determine whether those two realities are compatible.

You can tell leadership your recruiters are overwhelmed. That may be completely true, but it's also fairly easy to dismiss.

A more productive conversation starts with the numbers.

Here's how many requisitions our recruiters are managing.

Here's what they were managing when hiring was performing at its best.

Here's how the complexity of those positions has changed.

And here's what next quarter's hiring plan expects us to deliver.

Now you're having a conversation about capacity, priorities, and resources instead of trying to explain why everyone isn't simply working faster.

IQTalent's [**2027 Recruiting Capacity Plan**](https://info.iqtalent.com/resource/recruiter-capacity-planning-template/) includes a Reqs per Recruiter worksheet to help organizations establish benchmarks based on their own team's performance and evaluate upcoming hiring demand quarter by quarter.

And no, a spreadsheet isn't going to solve every recruiting problem.

It won't convince a candidate to accept an offer below their salary expectations. It won't make a six-round interview process move faster. And it certainly won't make every open position equally urgent.

But it can help answer a much more fundamental question.

## Does our recruiting team actually have the capacity to deliver on the hiring plan we've created?

Start by looking at how many requisitions recruiters are managing, the complexity of those positions, and how current workloads compare with periods when your team was performing at its best.

Then use that information to have a more informed conversation about hiring priorities, realistic timelines, and where additional recruiting support might be needed.

Because a successful hiring plan isn't just about how many people you need to hire. It's about whether you've given your recruiting team the capacity to make it happen.

And that's a much better question to answer before the hiring plan becomes a hiring problem.

Ideally, before someone schedules another meeting about it.

## Frequently Asked Questions

What is a good number of requisitions per recruiter?

There's no universal benchmark. The right number depends on the types of positions, sourcing requirements, interview processes, and available support. Start by looking at periods when your own recruiting team performed well and use those workloads as a baseline.

Why should companies track requisitions per recruiter alongside time to fill?

Time to fill shows how long hiring took. Requisitions per recruiter provides visibility into the workload behind that outcome. Tracking both can help organizations recognize capacity constraints before they begin affecting hiring performance.

How should companies prioritize their recruiting workload?

Consider business impact, recruiting effort, and available capacity. Use those factors to determine which positions need immediate attention, which might require additional support, and where timelines need to change.

How quickly can IQTalent provide recruiting support?

First candidates typically arrive within two to three weeks of agreement. Actual timelines depend on the engagement, position requirements, and recruiting needs.

What does reqs per recruiter mean?

Reqs per recruiter is the number of active open positions assigned to each recruiter. It shows the workload behind hiring outcomes like time to fill, which helps recruiting leaders spot capacity problems while they are developing instead of after searches slow down.

How do you calculate recruiter capacity?

Start by dividing open requisitions by the number of recruiters managing them, then compare that figure with a period when your team was hiring well. Adjust for role complexity, interview process length, and available sourcing and coordination support, since one specialized search can take far more attention than several entry-level roles.

What is a recruiter capacity model?

A recruiter capacity model compares the workload your recruiting team can manage with the hiring demand in your plan. It typically uses requisitions per recruiter as a starting point, weighted by role complexity and available support, so leaders can see whether hiring goals are realistic before the quarter begins.

How can you reduce recruiter workload?

Prioritize open requisitions by business impact, recruiting effort, and available capacity, then document those priorities and revisit them as demand changes. For temporary surges or difficult searches, embedded recruiting support can take ownership of a defined group of requisitions so the internal team can focus on the searches that need its expertise.
