# Your First 90 Days as a Talent Leader: Build Capacity That Moves With the Plan

### The Process Standardization Playbook

[Sync Your Hiring Team Processes](https://info.iqtalent.com/resource/process-standardization-playbook)

### The first 90 days are your best window to set up recruiting capacity that flexes as the plan does.

Walk into a VP of Talent Acquisition or CHRO seat and you inherit a hiring plan and a team, both shaped before you arrived. The usual advice for the first 90 days is to listen: sit in on interviews and learn the ATS.

Listening matters. The leaders who get the most out of those 90 days pair it with one structural move. They set up recruiting capacity that can grow or shrink as the plan changes, so the listening tour never has to compete with a stalled search.

[Inherited hiring plans are built on assumptions made before you arrived—and they always shift. The question is whether your recruiting capacity moves with them.](https://www.linkedin.com/shareArticle?mini=true&url=https%3A//blog.iqtalent.com/first-90-days-vp-talent-acquisition)

## Why Inherited Hiring Plans Change in the First Two Quarters

### The plan is a forecast, and forecasts move.

An inherited hiring plan is a set of assumptions about headcount, timing, and difficulty that were made before the business knew what this year would look like. In our experience, somewhere in the first two quarters, a piece of it always shifts. A function accelerates ahead of schedule. A search everyone assumed was routine turns out to sit in a thin candidate pool where most people are not moving. A role gets reprioritized by a leader who has no idea it was ever a stretch to fill.

None of that is a failure of planning. It is what planning is. The question is not whether your plan changes. It is whether your recruiting capacity can change with it, or whether every adjustment turns into a headcount request, a budget conversation, and a hiring cycle to hire the people who will do the hiring.

> The quality of the candidates and how quickly they forwarded those candidates through was best in class. The final cost was far less than the traditional model and far less than I expected.

## What Flexible Recruiting Capacity Looks Like in Practice

### Results from IQTalent engagements.

Flexible recruiting capacity means adding named recruiters and sourcers to your existing team, inside your ATS and your process, at a volume that tracks the quarter rather than the contract. Here is what that has looked like on real engagements:

- A semiconductor company started with a 20-hour per week sourcing engagement and scaled to nine team members as hiring demands increased, delivering 60+ hires in a 3-4 month hiring sprint. The engagement ran for more than two years.
- A Fortune 500 technology company made 76 successful SDR hires over a three-year engagement, through a group interview format IQTalent developed.
- A cybersecurity company replaced a multi-agency setup with one embedded IQTalent recruiter and delivered 27 hires at a 30-day average time-to-fill.

Standard ramp from agreement to first candidates is about two weeks, which keeps your first 90 days focused on hiring rather than on onboarding a partner.

On cost, across IQTalent engagements dating back to 2022, average cost per hire lands at 8% of salary, with average cost savings of 47%, and 64% of engagements come in below 10% of salary.

## The First Real Decision a New Talent Leader Makes

### It is not who you hire. It is how you buy capacity.

Strip the 90-day plan down and the first structural choice in front of you is how your function absorbs variance. You can absorb it with permanent headcount, which is slow to add, slow to remove, and expensive to get wrong. You can absorb it by asking your existing recruiters to carry more, which works until it does not. Or you can absorb it with capacity you can turn up and down.

That third option is the one most leaders reach for last, usually after the first two have already cost them a quarter. It is also the only one that lets you use your first 90 days, and the quarters after, to learn what the function should look like long term, rather than committing to a shape before you have the information to choose it.

If you are mapping where the function stands today, the [Talent Acquisition audit checklist](https://www.iqtalent.com/resource/talent-acquisition-audit-checklist/) is a good place to start.

[The most visible win in month two is approved headcount—and it's usually the one that misfires if you commit before the plan has moved once.](https://www.linkedin.com/shareArticle?mini=true&url=https%3A//blog.iqtalent.com/first-90-days-vp-talent-acquisition)

## Why Flexible Capacity Comes Before Permanent Headcount

### Our honest read, including when embedded support is the wrong call.

The new leaders who build the strongest functions tend to hold permanent recruiter headcount until they have watched the plan move at least once. In month two, approved headcount is the most visible win available, and it signals that the function is being invested in. By the time a permanent recruiter is hired and onboarded, though, the plan has often shifted. Flexible capacity gets roles moving now and lets the headcount decision wait for better information.

The honest counterweight: embedded support is not the right answer for everything. If your open roles are stable, predictable, and repeat quarter over quarter, build the internal team and build it well. Embedded capacity earns its place when the volume is uneven, when the roles are specialized, or when you need to move before you have the authority to add permanently. Know which situation you are in before you buy either one.

## Where IQTalent Sits in Your Recruiting Stack

### Professional hiring, on your systems, handed back to you.

IQTalent handles professional hiring with global coverage, from individual contributors through senior leaders, across engineering, go-to-market, finance, operations, and specialized technical roles. Traditional retained search is critical for executive and board-level appointments, and that is where Caldwell, our parent company, leads. Together, IQTalent and Caldwell provide a full-spectrum recruiting solution inside one relationship.

The biggest advantage of the embedded model is ownership. Your IQTalent recruiters work in your ATS, follow your interview process, and hand back every candidate, every note, and every pipeline they build. Your Recruiting Operations Leader also leaves the function in better shape than they found it: cleaner ATS hygiene, tighter service levels, reporting you can run yourself. When the engagement ends, the improvements stay. Want to know more? [Read our Complete Guide to Recruiting Operations](https://www.iqtalent.com/resource/what-is-recruiting-operations/).

## One Candidate's Experience of Your Process

### The part of your function nobody puts in a board deck.

Richelle Molaro was interviewing for a procurement role at Fasken. What she wrote afterward was not about speed or process. It was that the recruiter thought strategically about the timing of her search against the other opportunities she was weighing, and gave her honest feedback while doing it. A recruiter whose job was to close her told her the truth about her options.

That is what the hiring plan you inherited turns into at ground level. Not a headcount number. One person, mid-decision about their career, treated well enough to write a paragraph about it unprompted. Whatever you build in your first six months, that is the thing it produces.

> Jessica was amazing to work with: she is proactive, professional and genuinely helpful. She gathered information in order to answer my questions, thought strategically about the timing of the recruit in comparison to other opportunities I was interviewing for, and gave me honest feedback that made me feel guided and supported during the recruiting process. It made the experience feel personalized and human, tailored to the needs of Fasken but also my needs as a candidate.

## Frequently Asked Questions

What should a new VP of Talent Acquisition focus on in the first 90 days?

The first 90 days as a VP of Talent Acquisition are the best window to build recruiting capacity that can flex as the plan changes. Most new TA leaders focus on listening—learning the ATS, sitting in on interviews—but the leaders who get the most out of that period pair it with a structural move: setting up capacity that can scale up or down without triggering a new headcount cycle every time the hiring plan shifts.

What is on-demand recruiting?

On-demand recruiting is a model where named recruiters and sourcers are embedded into your existing team and ATS at a volume that tracks the quarter rather than the contract. Unlike a traditional staffing agency, on-demand recruiters work inside your process, use your systems, and return every candidate, note, and pipeline they build when the engagement ends.

How quickly can an on-demand recruiting engagement get started?

Standard ramp time from signed agreement to first candidates is approximately two weeks. That timeline keeps a new leader's first 90 days focused on actual hiring rather than onboarding a new partner.

What does on-demand recruiting cost compared to traditional models?

Across IQTalent engagements dating back to 2022, average cost per hire is 8% of salary, with average cost savings of 47% compared to traditional models. Sixty-four percent of engagements come in below 10% of salary.

When does flexible recruiting capacity make more sense than building an internal team?

Flexible capacity earns its place when hiring volume is uneven, when roles are specialized, or when a leader needs to move before they have the authority to add permanent headcount. If open roles are stable and predictable quarter over quarter, building a strong internal team is the right call.

What is a Recruiting Operations Leader?

A Recruiting Operations Leader is an embedded partner who works inside your ATS, follows your interview process, and returns every candidate, note, and pipeline they build. They also leave the function in better shape than they found it—cleaner ATS hygiene, tighter service levels, and reporting the internal team can run independently after the engagement ends.
